Parliament approved a bill on a national wealth fund on April 19. Three funds will be under the National Wealth Fund: Future Heritage, Accumulation, and Development. - The Future Heritage Fund will focus on accumulating benefits value by investing fund assets in international financial instruments.
- The income accumulated in the savings fund will be earmarked for health, education, and the purchase of public housing.
- The Development Fund will finance major public development projects and programs. Every Mongolian citizen will have a savings account.
Joint statement was issued by EuroChamber, AmCham Mongolia and AustCham and addressed to the Speaker of Parliament, Prime Minister, and Cabinet Secretariat on the bill, urging them to repeal clauses that prohibited individuals from owning more than 20 percent of the shares of a legal entity holding a special license for a strategic mineral deposit, either alone or with other parties. The bill’s adoption will bring several changes, including amendments to the Minerals Law. The permitted 20 percent ownership of all shares has been increased to 34 percent, but an investor (individual or with other parties) will not be allowed to invest more than 34 percent in a strategic deposit, eliminating strategic investors.
AmCham Mongolia, EuroChamber and AustCham have appealed to the President of Mongolia to veto the amendments to the Minerals Law.
