On February 6, 2025, EuroChamber's Innovation and Digitalization Working Group held its monthly meeting, featuring the "Clean Air" Initiative led by Kite Mongolia LLC.

During the meeting, participants discussed potential solutions to one of Ulaanbaatar city's most pressing challenges—air pollution—and explored ways they could contribute to tackling the issue effectively.

The Innovation and Digitalization Working Group is chaired by Ms. Bolormaa, Founder of Kite Mongolia LLC, and co-chaired by Mr. Erdenebileg S., Director of Aden Services.

Government of Mongolia Permits the Signing of Gashuunsukhait-Gantsmod Cross-Border Railway Agreement
During its regular session on February 5, 2025, the Cabinet of Mongolia granted the authority to sign the “Gashuunsukhait-Gantsmod Cross Border Railway Project” Agreement to Minister of Industry and Mineral Resources of Mongolia Tuvaan Tsevegdorj and Minister of Road and Transportation of Mongolia Delgersaikhan Borkhuu.

The draft Agreement between Mongolia and the People's Republic of China on Cooperation in Increasing the Coal Trade and the Capacity of the Tavan Tolgoi Coal Mine and Establishing the Gashuunsukhait-Gantsmod Cross-Border Railway was finalized after incorporating suggestions from Members of the State Great Khural (Parliament) of Mongolia during consultations with the relevant Standing Committee of the Parliament. Those proposals were conveyed to the Chinese side, leading to the conclusion of the Agreement.

Pilot Project Improves Livestock Meat Yield and Hide Quality
Under the “Producing Quality Meat in Pastures” Project, 100 calves are being fed with mineral-enriched fodder in Bayangol soum, Selenge aimag.

As a result of the Project, the weight of calves increased by one kilogram per day, and after three months, the average live weight of calves was 310 kilograms. The dressing yield reached 145 kilograms, while the quality of meat and skin improved.

The outcomes of the pilot project “Producing Quality Meat in Pastures,” jointly implemented by the SAMO Institute of Food Research and Production and the School of Animal Husbandry and Biotechnology of the Mongolian University of Life Scienceshave been presented and Minister of Food, Agriculture and Light Industry Enkhbayar Jadamba highly appreciated the results of the project.

The Minister emphasized that a project to feed calves, yearlings, and three-year-old young cattle with supplementary fodder following the pilot project recipe can be implemented this year in collaboration with and Minister of Food, Agriculture, and Light Industry. Minister Enkhbayar has instructed relevant officials to organize a workshop in November to present the project results to citizens and businesses engaged in beef cattle farming.

First Oil Refinery Plant of Mongolia: Engineering, Procurement, and Construction Contract Signed
The construction of the first Oil Refinery Plant in Mongolia with a capacity to process 1.5 million tons of crude oil per year is progressing in Altanshireet soum of Dornogobi aimag, financed by a soft loan from the Government of India.

On February 6, 2025, state-owned enterprise “Mongol Refinery” LLC signed an engineering, procurement, and construction contract with India’s "Megha Engineering and Infrastructure Limited" (MEIL), which was selected as the general contractor for the EPC-04 package, construction of the final licensed technological facilities of the oil refinery project.

The oil refinery will have a total of 12 technological facilities, seven of which are deep processing licensed technological facilities. The construction of these seven facilities will be carried out by MEIL under the contract. The deep processing technological facilities will be built under the technological licenses of companies from France, Italy, the United States, and the Netherlands. The patent owners or licensors have completed the design of their technological facilities. Specifically,
Hydrogen plant-Italian “Kinetics Technology”
Sulfur separation -French “Axens”
Gas processing plant-US “UOP Honeywell”
Hydrocracking-US “UOP Honeywell”
Diesel hydrotreating-US “UOP Honeywell”
Liquefied petroleum gas separation -US “UOP Honeywell”
Visbreaking-under license from Dutch “Shell” company.

MEIL, a company with 34 years of experience in implementing major petrochemical and infrastructure projects not only in India but also internationally, will complete the construction of the seven facilities within 36-38 months as stipulated in the contract. The construction of the oil refinery, which is being implemented with a soft loan of USD 1.7 billion from the Government of India, consists of four packages of work including non-technological buildings, atmospheric and vacuum distillation units, saturated gas plant, auxiliary and supporting units, a thermal power plant, and a licensed technological facility.

The first package works which consists of nine facilities, electricity and water supply systems, and infrastructure work on the industrial site have been fully completed and were accepted by the state commission in November 2024. The concrete pouring works for the pipeline trestle and technological furnace foundations of the second and third package facilities have been also completed, and the installation of steel structures will begin soon.

The relevant officials reported that the foundation for the monitoring and substation buildings of the thermal power plant has been poured and the main construction works are almost complete. Currently, more than 1,000 engineers and specialists from Mongolia, India, China, Italy, France, the USA, Canada, the Netherlands, and Spain are working on the oil refinery construction project.

President von der Leyen addresses EU ambassadors at yearly conference
Commission President Ursula von der Leyen delivered yesterday a speech at the annual EU Ambassadors Conference. The speech was the occasion for the President to thank the EU diplomatic corps for their work and exchange with them on the European Union’s priorities in foreign policy and diplomacy.

President von der Leyen highlighted the interconnected nature of the world: whether through trade, integrated supply chains, capital flows or digital communication, the world is more connected than ever. The President however acknowledged that the trend of hyper-globalisation has become outdated and underlined the current state of play in a harsher world: “Great fears are back. From the fear of climate change to Artificial Intelligence, to that of migration or simply of being left behind. And this also permeates into global affairs. Countries are weaponising their sources of strength against each other. And we are now well into an era of hyper-competitive and hyper-transactional geopolitics,” the President said.

Nonetheless, President von der Leyen was clear that Europe must maintain its composure. She stated: “I am convinced that in this hot-headed world, Europe’s best approach is to remain level-headed. It must make decisions not out of emotion or nostalgia for a world that once was. But rather out of calculated judgement about what is in our own interest in the world as it is today.”
