Call for Co-Chair at Sustainability & Energy Working Group
EuroChamber Mongolia is seeking a Co-Chair to join its Sustainability & Energy working group, chaired by Ms. Batzul Gerelsaikhan, Head of Properties Department at Erel Group.

The interested and eligible candidates can send their expression of interest at policydirector@eurochamber.mn by 17 May 2024. We aim to finalize the selection process by 31 May 2024.

The position of Working Group Co-Chair is a voluntary position.

About the Working Group:
The Sustainability & Energy Working Group serves as a policy advocacy platform representing the interests of EuroChamber Mongolia members.

Our objectives include:
  • Representing and promoting members' voices in the sustainability and energy sectors;
  • Provide opportunities for businesses to influence policy-making;
  • Facilitating knowledge sharing among members and the wider community

Co-Chair role:
  • Co-chairing all working group meetings in collaboration with the Chair and EuroChamber's Policy Director.
  • Facilitating idea development within the group and encouraging contributions from all members.
  • Collaborating with members to develop meeting agendas.
  • Serving as the lead spokesperson for the group.
  • Preparing for meetings by reviewing materials and establishing priorities with EuroChamber’s executive team.
  • Ensuring all members are involved in decision-making processes.
  • Guiding the group's work based on its mandate and objectives.

Time commitment:
  • Chairing meetings in the absence of the Chair (approximately 1.5 hours per month).
  • Attendance at monthly meetings, participation in planning sessions, and occasional event coordination. Participating in discussions, making recommendations, and organizing activities/events as required.
  • Producing reports as necessary.

Requirements:
  • Membership in EuroChamber Mongolia, DMUV, FMCCI, or BritCham
  • Knowledge of the sustainability and energy sector, including relevant policies and practices
  • Strong communication and organizational skills. Social Media skills are a plus.
  • Ability to collaborate effectively with diverse stakeholders.

INVITATION TO THE EU TRADE DAY
The European Union funded International Trade Development in Mongolia (ITDM) project is honoured to extend our invitation to the 2024 edition of the EU Trade Day event organized in collaboration with the Delegation of the European Union to Mongolia, the Ministry of Foreign Affairs of Mongolia, the Mongolian Chamber of Commerce and Industry (MNCCI) and the European-Mongolian Chamber of Commerce and Industry (EuroChamber).
The EU Trade Day has been and will be the flagship event of the European Union’s trade related actions in Mongolia. This event brings together public and private actors as well as international partners contributing to development Mongolian foreign trade, especially with the European Union. With this event we aim to explore ways to introduce more effective trade policy, trade facilitation and export promotion in close collaboration with public and private stakeholders. Ambassadors of the European Union’s Member States residing in Ulaanbaatar and Beijing will be the special guests of this year’s edition of the EU Trade Day.

The post-Brexit hard sell for British food in Asia
Last year Italy exported more than €64.4bn (£55.4bn; $69.1bn) worth of food and drink globally, while the UK sold £24.4bn ($30.5bn). When you look at these numbers as a proportion of gross domestic product (GDP), food and drink is 30 times more valuable to the Italian economy than it is to Britain's.

Currently, the UK exports £3.5bn ($4.4bn) worth of food and drink to Asia, which is an increase of 18% since 2019. This is proof, British ministers would say, that Britain's status as an "independent trading nation" has benefitted the country's businesses since it left the European Union.

But in that same period, Italy’s exports to Asia grew by 36% to €6.1bn (£5.2bn; $6.6bn).

“Having a supportive government is definitely important,” says Italy's Ambassador Brandi. “But a major advantage we enjoy, along with other EU states, is the free trade agreements we have with many important Asian countries” he adds.

Decision to reduce import tax on cement impacts negatively on operations of 7 domestic factories
The decision to reduce the import cement tax was made. And it will disrupt the operations of 7 factories and negatively affect the wages and supplies of over 3,000 employees of the manufacturing sector and more than 10,000 employees of supplier companies.

As of today, there are 7 cement factories operating in Mongolia, and these factories have the capacity to produce 4.5 million tons of cement per annum.
While domestic cement consumption is 1.8 million tons per year, and Mongolia's cement production is 2.5 times higher than consumption. In this situation, the government has decided to reduce import tax, which negatively affects the operation of domestic manufacturers.

Domestic factories will have disrupted operations due to this decision. And low-quality cement into the construction industry will be open and low-quality construction will be built.

During this period of China’s construction sector declining, those cements which have been reserved for a long time will be imported to Mongolia. As a result, low-quality buildings will be built and domestic cement producers will be under pressure.
Domestic producers always request for support and solutions from the government, telling the problem of transportation and logistics affects the price the most, but the government has decided to reduce the import tax and give pressure on domestic producers.

Mining companies urge political parties to prioritize the mining industry
For the first time, the mining industry has reached out to political parties, submitting proposals for inclusion in the parliamentary election platform. They urge parties not to politicize or oversimplify the industry, which serves as the primary economic driver. The growth of the mining sector has significantly contributed to short-term post-Covid economic recovery, exchange rate stability, and fiscal revenue growth. Mongolian National Mining Association (MNMA) highlights the importance of government policy in supporting the sustainable development of responsible mining and requests specific proposals be incorporated into political party platforms.

Last year, mining companies faced their greatest challenge: energy and fuel constraints. Specifically, last autumn saw restrictions on domestic fuel consumption due to limited supplies from Russia, adversely affecting mining operations. Additionally, the energy shortages of last winter further exacerbated the situation for these companies. These occurrences underscore the absence of a coherent government policy in the mining sector, which serves as the country's economic backbone.

The Board of Directors of MNMA convened with leaders from the Mongolian People’s Party (MPP), Democratic Party (DP), and National Labour Party (HUN), emphasizing the imperative of sustainable industry development. They urged for policy measures to prevent the recurrence of such crises and requested the inclusion of this issue on their agendas. MNMA presented six key proposals, encompassing heightened exploration efforts, alignment with sustainable practices and expansion, diversification of energy sources, alleviation of burdensome taxation for stable company operations, and initiation of largescale projects poised for implementation.

Heads of EAEU states approve start of talks on free trade zone with Mongolia
May 8 (Interfax) - The leaders of the Eurasian Economic Union (EAEU) states have approved the start of talks on signing a temporary agreement on free trade with Mongolia. The decision was made at a meeting of the Supreme Eurasian Economic Council at an anniversary summit of the EAEU in Moscow on Wednesday.

The Eurasian Economic Commission Board approved the results of the work of the joint research group for signing a free trade agreement between the EAEU and Mongolia in April, confirming the reasonableness of signing the document. The board then also approved a draft decision of the Eurasian Economic Commission Board on the start of talks.

The EEC earlier said the EAEU states and Mongolia intended to complete the work on a temporary agreement on the creation of a free trade zone with a restricted commodity range before the end of 2024.

Mongolia is now among the states that have observer status in the EAEU (Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan are members of the union). The EEC and the government of Mongolia signed a cooperation agreement in June 2015, and the sides formed a joint research group to study the reasonableness of signing a free trade agreement in 2020.

Mongolia currently imports over 22,000 tons of chicken meat annually, incurring a cost ranging between USD 50-60 million. Statistics indicate a consistent 20 percent growth in consumption each year. Jambaltseren Tumur-Uya, the State Secretary of the Ministry of Food, Agriculture, and Light Industry of Mongolia, stated, 'Through the “Food Supply and Security” National Campaign, we aim to fulfil the entirety of the domestic demand for chicken meat within the next five years by extending comprehensive support to enterprises.'

Ajigana LLC, a significant contributor, produces over 1,000 tons of chicken meat annually, addressing 5 percent of the domestic demand. As part of the "Food Supply and Security" National Campaign, poultry manufacturers are provided with long-term, low-interest loans. Moreover, equipment for poultry farming and feed machinery benefit from VAT exemption and other policy incentives. Leveraging these favorable conditions, Ajigana LLC invested in new incubators (exempt from customs duty), expanded its feed plant, and substantially enhanced its manufacturing capacity.

"Ajigana" LLC harbors ambitious plans for the future. They aim to automate the slaughtering process, implement an automated control and monitoring system, and boost their battery-cage capacity by 50 percent. Additionally, the company intends to foster collaborations with cooperatives and enterprises in the poultry sector. With these strategic advancements, Ajigana LLC is poised to satisfy 20 percent of the domestic chicken meat demand. Over the previous years, "Ajigana" LLC has contributed MNT 10 billion in taxes.

Draft Law on National Housing to Be Submitted to the Parliament
The Law on Mongolia’s Sovereign Wealth Fund dictates the "Savings Fund" to distribute the profits from mineral resources to every citizen fairly and equitably in critical areas such as healthcare, education, and housing. To implement this, the Cabinet developed and discussed the draft Law on National Housing during its meeting. The draft Law will be submitted to the State Great Khural next week. This Law regulates government financial support for housing development activities and establishes a Housing Fund with provisions for its accumulation, management, expenditure, and performance monitoring.

According to the results of the 2022 Housing Census, out of Mongolia's 941,547 households, 32.1 percent (302,237 households) live in apartments with engineering infrastructure, 29.7 percent (279,639 households) live in houses without complete engineering infrastructure, and 38.2 percent (359,671 households) live in gers.

In Ulaanbaatar, the capital city of Mongolia, a substantial 50.1% of households, amounting to 216,989, reside in ger districts lacking proper infrastructure. This situation contributes to an estimated 75% of the city's air and soil pollution.

According to the National Statistics Committee, out of a total of 412,000 households in the capital, 200,000, or 48.6%, reside in the Ger district. Heating is an urgent problem for people living in the Ger district. In Mongolia, many projects against air pollution are being implemented, one of which is the “SOAP II” project, which creates energy-efficient solutions and integrate them into citizens' daily lives for practical use. This project is being implemented with the funding of the SWITCH-Asia program of the European Union.

Along with the project, nearly zero energy demo building was built and placed beside the 5th building of the University of Science and Technology on April 30, 2024. This demo house is open for people to experience energy-efficient homes firsthand. The model house is located in the front of the University of Science and Technology building 5, 1st khoroo, Bayanzurkh district, Ulaanbaatar city, and will be open every Wednesday from 14:00 to 17:00 until June 15, 2024.

“SOAP II” project will continue until 2026. During this period, project will focus on reducing the energy consumption of detached houses, making them less reliant on centralized systems reducing the energy consumption of detached houses, making them less reliant on centralized systems in accordance with the European Union guidelines for zero-energy houses.
