"Business and Human Rights" Training on 21-22 September, 2023
EuroChamber Mongolia has been chosen as the contractor for the "Business and Human Rights" project, which is being implemented by the United Nations Development Program in Mongolia.

Within the framework of this initiative, EuroChamber will enhance the awareness of its member companies regarding the impact of business activities on human rights. It will explore the potential for safeguarding and upholding human rights through business operations. Additionally, EuroChamber will offer an assessment of "Business and Human Rights" for its members.

By engaging in the training and undergoing an evaluation within their own companies, our members can:
  • Amplify the potential for exporting products to developed markets like Europe and North America.
  • Unlock opportunities to secure loans and financial backing from international financial institutions and banks.
  • Garner the possibility of attracting investments from developed countries.

EuroChamber's New Board Member- Mr. Norihiko Kato
We are proud to welcome Mr. Norihiko Kato, CEO of Golomt Bank as a member of our Board of Directors.

Mr Norihiko Kato has a long career in commercial banking. He worked in the area of corporate banking at MUFG Bank in New York, Tokyo, Amsterdam and Bahrain. After leaving MUFG Bank in 2009, he served acting, and then, permanent CEO of Khan Bank from 2011 to 2016. From 2016 to 2019, he was CEO of Sathapana Bank in Cambodia, which was formed by merging with a major microfinance institution. He also served as the first chairman of the Sustainable Finance Committee of the Cambodian Bankers Association.

In May 2019, Norihiko became CEO of Golomt Bank. He also served as Chairman of the Mongolian Sustainable Finance Association and Vice Chairman of the Mongolian Bankers Association from 2021-2022. He is an advocate for sustainable finance.

He has a BA in Economics from the University of Tokyo, and he earned his MBA from the UCLA Anderson Graduate School of Management in the United States.

Markus Loch, a seasoned banker with over 33 years of experience, has been making a significant impact in the financial sector. Mr. Loch has embarked on a unique journey as the Country Representative of Deutsche Sparkassenstiftung for International Cooperation in Mongolia for more than 2.5 years.

In his role as Country Representative, Markus Loch is at the forefront of an exceptional project, where they are the sole supporters of Mongolia's entire banking sector. This includes collaboration with the central bank and the banking association. Additionally, Markus and his team are dedicated to empowering the Mongolian population with essential financial education, catering to both individuals and start-ups.

Mr. Loch's extensive career in banking has prepared him for this pivotal role. Previously, he served as the Sales Director of DekaBank, the asset manager of the German Sparkassen Finance Group, overseeing operations in the state of Thuringia. He also held positions such as District Manager at Bayerische Landesbausparkasse, District Manager and Field Staff Trainer at Bausparkasse Schwäbisch Hall AG, and worked as a freelance trainer for "MLConsulting."

His journey includes roles such as Unit Manager at RaiffeisenVolksbank Lichtenfels-Itzgrund eG, Deputy Head of the Training Department at Sparkasse Erlangen, Person in charge of service at Bayerische Landesbausparkasse's Regional Head Office Oberfranken, and Head of the consulting and service team at Bayerische Vereinsbank AG-Lichtenfels.

On 8 September, 2023, EuroChamber held the "Back to Business" event, featuring a panel discussion on Mongolia's economic outlook for Q4, 2023.

Distinguished panelists included Mr. Taehyun Lee, World Bank Country Manager for Mongolia, Mr. D. Gan-Ochir, Chief Economist of the Bank of Mongolia, and Mr. Munkh-Erdene, the Head of Department of the Ministry of Economy and Development.

President of Mongolia Meets President of the Republic of Cuba
President of Mongolia Meets President of the Republic of Cuba
The President of Mongolia Khurelsukh Ukhnaa and the President of the Republic of Cuba Miguel Mario Díaz-Canel y Bermúdez have held a meeting.

President Khurelsukh Ukhnaa, who arrived in Cuba for participating in the Summit on Science, Technology, and Innovation of the Group of 77 in Havana, congratulated Cuba for chairing the Group of 77 in 2023 and hosting the Summit.

President Miguel Mario Díaz-Canel y Bermúdez noted that the Government of Cuba decided to increase further the scholarship, granted to Mongolian youth for many years.

The Heads of State of the two countries discussed the expansion of relations and cooperation, including the development of cooperation in the fields of health, biotechnology, culture, education, agriculture, production of biological and natural products, and sports, increasing student exchange, and other matters of mutual interest.
The President of the Republic of Cuba Miguel Mario Díaz-Canel y Bermúdez accepted the invitation of the President of Mongolia Khurelsukh Ukhnaa to visit Mongolia at his convenience and expressed his intention to visit in 2024.

Mongolia and the Republic of Cuba established diplomatic relations on December 7, 1960. The countries have traditional and friendly relations. From the Mongolian side, high-level representatives of the party and government led by Tsedenbal Yumjaa visited Cuba in 1972, while from the Cuban side, then Minister of the Revolutionary Armed Forces, Army General Raul Castro Ruz visited Mongolia in 1970.

Open Skies Agreement with the US Approved
At its regular session on September 13, 2023, the Cabinet approved the Open Skies Agreement between the Governments of Mongolia and the US which was signed by the two sides during the Official Visit of the Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai to the United States of America.

As the Government announced 2023-2025 as the Years to Visit Mongolia, the Ministry of Road and Transport Development set a goal of expanding air transport relations, rapidly increasing flight routes and frequencies in a short period of time, and plans to conclude air transport agreements with about 10 new countries in 2023-2024.

The preparation for the Open Skies Agreement with the United States had been intensified, the draft agreement was discussed and supported at the meeting of the Government on December 07, 2022, and during the Official Visit of the Prime Minister of Mongolia to the United States, the agreement was signed on August 4, 2023. The establishment of the legal foundation for direct flights between the two countries through the Open Skies Agreement opens opportunities for increasing the cash inflow, improving the competitiveness of national air carriers and expanding the air transport relationships and flight network, in addition to enabling the passengers to have pleasant travel at a low cost.

The 4th Consultative Meeting between the Ministry of Foreign Affairs of Mongolia and India
The 4th Consultative Meeting between the Ministry of Foreign Affairs of Mongolia and Ministry of External Affairs of the Republic of India was held on 12 September 2023 in Ulaanbaatar. The Consultative Meeting was co-chaired by H.E. Mr Ankhbayar Nyamdorj, State Secretary of the Ministry of Foreign Affairs and H.E Saurabh Kumar, Secretary of the Ministry of External Affairs of India.

During the meeting, the sides exchanged views on strengthening the Mongolia-India Strategic Partnership, implementing high-level visits, deepening and developing the economic cooperation as well as advancing the flagship projects including Oil Refinery, Mongolia-India Friendship School and Mongolia-India Information Technology Education and Outsourcing Center.

State Secretary N.Ankhbayar underscored that Mongolia attaches great importance to the Strategic Partnership with India, a spiritual neighbor and an important regional partner, and expressed his willingness to further enrich the bilateral relations and cooperation in areas such as mining, agriculture and health as well as increase trade turnover between the two countries.

The sides expressed their satisfaction with the existing cooperation in the security, defense, culture and education fields and agreed to export coking coal to India, advance the joint bilateral projects and train Mongolian professionals in India specializing in law, road and transport, communications and information technology.

Also, both sides reconfirmed their commitment to advance the construction of the Oil Refinery and continue working closely to meet the deadlines of completing the project.

In collaboration with the Ministry of Digital Development and Communications, and at the initiative of the Bank of Mongolia, a joint meeting was convened on September 14, 2023. This meeting brought together representatives from various banks to address the challenges encountered in e-commerce payments, following requests submitted by businesses and citizens. The meeting's central theme was "International E-commerce Solutions."

The meeting was attended by Mr. B.Lkhagvasuren, President of the Bank of Mongolia, Mr. N. Uchral Minister of Digital Development and Communications, and other officials. During the meeting, they engaged in discussions concerning the challenges encountered by businesses in terms of e-commerce, particularly in the context of international sales. The meeting also served as a platform for sharing perspectives on the issues that need to be addressed and fostering an exchange of opinions among the participants.

At the conclusion of the meeting, it was agreed to establish a working group involving all stakeholders tasked with assessing and identifying viable solutions and opportunities for effectively addressing the prevailing challenges and issues, and to present the proposals and requests of citizens and businesses operating in this sector to the Government of Mongolia and other relevant decision-makers through the Ministry of Digital Development and Communications and the Bank of Mongolia.

Cooperation with Liaoning Province of China in Road Transport
On his visit to the People’s Republic of China, the Minister of Road and Transport Development S. Byambatsogt met with the Governor of the Liaoning Province Li Lecheng, and the Vice Governor of the Liaoning Province Jin Guowei, presented them road and transport infrastructure projects, and proposed to start cooperation. The Liaoning Province is an important strategic city of China with six sea ports, and has a population of 43 million.

Given Mongolia is the middle part of the transport corridor connecting Asia and Europe, we aim to connect the Bichigt Port of Sukhbaatar aimag with the shortest route to the sea through China's Jinzhou Port. The shipping route from Bichigt to Jinzhou Port is 866 km. As part of the New Revival Policy of the Government of Mongolia, we are planning to implement such major infrastructure projects as the construction of the Choibalsan-Khuot-Bichigt and Sainshand-Baruun-Urt-Khuot-Bichigt railways in the eastern region, the construction of freight terminals to increase the capacity of the Bichigt Border Port, and connect the Bichigt Border Port with paved road grid.

With the implementation of these projects, we will get the shortest access to the sea. In addition, investment in the eastern region will increase, the development of roads, transportation, energy, mining, heavy and light industries will reach an entirely new level, trade and transportation will be facilitated, and the cost of transporting goods will be radically reduced. On top of that, it will increase new work places, improve the living standard of citizens, significantly accelerate GDP and ensure economic growth, informs the Ministry of Road and Transport Development.

In order to eliminate the congestion of containers in Tianjin Port, China, it is required to use Jinzhou Port. To this end, we need to build the East Vertical Railway and facilitate the 2nd gateway connected to the sea port.

Jinzhou Port, a competitor of Tianjin Port, the closest (866 km) from Mongolia, operates 3,397,000 square meters of warehouse space, and maintains navigation relations with over 100 countries worldwide.

By using this port, the congestion of containers will be removed, the cost of transportation will further decrease, and our import cargo will arrive very quickly. Thus, the Minister of Road and Transport Development S. Byambatsogt discussed the speedy implementation of the Choibalsan-Khuot-Bichigt, and Sainshand-Baruun-Urt-Khuot railway projects, increasing the capacity of the Bichigt Border Port, and establishing cargo terminals while visiting Jinzhou Port.

In addition, the Minister met with the representatives of Jinzhou City led by its Mayor Wang Xinyu, and reached an understanding to cooperate with Jinzhou City in the implementation of the major infrastructure projects in the eastern region, such as connecting the Bichigt Border Port with a paved road, reports the Ministry of Road and Transport Development.

Jinzhou Port, a logistics hub connecting Asia and Europe, is located in the western part of Liaoning Province and northwest of the Bohai Sea. China's northernmost port with an annual handling capacity of 100 million tons of freight. It also has the capacity to process 1,100,000 containers per year. Mongolia imports 90,000 containers and returns 80,000 containers a year. Tianjin Port, through which most of our import cargo passes, handles 500 million tons of cargo annually.
