EuroChamber's FDI Working Group meeting
On February 6th, 2024, EuroChamber's FDI Working Group convened its monthly meeting. The EuroChamber team provided an overview of the recent meeting with Mr. Telmuun, the Director of Taxation Policy at the Ministry of Finance. Participants engaged in discussions about the overall taxation environment in Mongolia, expressing concerns and proposing potential solutions. The FDI Working Group members agreed to continue their talks on taxation matters and actively promote knowledge-sharing between Mongolia and European countries, aiming to introduce and adopt best practices.

Position title: Communications and Events manager

EuroChamber is looking for a Communications and Events manager. The main responsibilities of the incumbent are managing communication channels (including but not limited to EuroChamber’s CRM system, Facebook, Twitter, Linkedin, traditional media) by developing original content and organizing events to increase visibility of EuroChamber.

The content includes EuroChamber’s activities, information about members, updates about Mongolia and Europe, communicated via weekly newsletters, social media, website and podcasts, where the incumbent is expected to manage relationships with EuroChamber’s stakeholders. Event organization includes all aspects of events starting from raising sponsorships to ensuring smooth running of the events. Additionally, other tasks such as stakeholder engagement and support for other team tasks is expected.

REQUREMENTS:
  • University degree in relevant field (marketing, communications, business administration), or 3 years of professional experience with corporate communications, event organization and/or similar.
  • Very good applied knowledge of social and traditional media
  • Excellent command of English and Mongolian, both oral and written. Ability to write engaging content for wide range of audiences.
  • Computer literacy (Microsoft Office 365 applications, web, social media etc. Basic graphic design skills will be an advantage).
Personal skills:
  • Very good communication and interpersonal skills; ability to develop and maintain relationships with a wide variety of stakeholders.
  • Ability to plan, organize and handle multiple assignments and requests and prioritize a complex workload accordingly, “multitasking”.
  • Strong time management and excellent organizational skills
  • High degree of intercultural sensitivity
  • Solution-oriented thinking and hands-on mentality
  • Ability to work in a team and independently
  • Ability to meet assigned deadlines and to work under pressure

EuroChamber was founded by leading European and Mongolian companies with a strong support from the EU Delegation, to contribute to positive business environment in Mongolia through its work as a united voice of European and Mongolian businesses, and to increase business between Europe and Mongolia. Since 2019, we have been serving as a platform for our members to discuss challenges and conduct policy dialogue with the government. Our members base varies from the multinationals to SMEs, banks and embassies. With our partners, the German-Mongolian Business Association, French Mongolian Chamber of Commerce, and British Association of Trade and Commerce, we have over 190 members.

Cooperation Documents Signed Between Mongolia and Germany
President of the Federal Republic of Germany Frank-Walter Steinmeier paid a state visit to Mongolia on February 7-8, 2024, at the invitation of President of Mongolia Khurelsukh Ukhnaa.

During the State Visit, the Signing Ceremony of documents on Mongolia-Germany relations and cooperation was held on February 7, 2024. President of Mongolia Khurelsukh Ukhnaa and Federal President of Germany Frank-Walter Steinmeier attended the Ceremony.

1. Joint Declaration regarding the Strategic Partnership between Mongolia and the Federal Republic of Germany:
The Joint Declaration on Comprehensive Partnership between Mongolia and Germany was signed in 2008. During the 50th anniversary of the diplomatic relations between Mongolia and Germany and the State Visit of the President of the Federal Republic of Germany Frank-Walter Steinmeier to Mongolia, bilateral relations were advanced to a Strategic Partnership. The Federal Republic of Germany, Mongolia's third neighbor, became the first European country to upgrade relations with Mongolia to a Strategic Partnership. Mongolia currently has Strategic Partnership relations with the USA, Japan, the Republic of Korea, and the Republic of India.

2. Agreement between the Government of Mongolia and the Government of Germany on International Transport of Passenger and Freight by Road:
The Agreement will serve as a catalyst to deepen relations with Germany and other European countries in economy, trade, and investment. It will lead to increased opportunities for Mongolia to transport goods to European destinations. It is particularly significant for Mongolia, a landlocked nation, as it will facilitate access to the shortest transit route between Asia and Europe, contributing significantly to its economic growth.

3. Agreement between Mongolian Academy of Sciences, National University of Mongolia, and German Archaeological Institute on Continuation of Cooperation for “Mongolian-German Karakorum Expedition,” and “‘Orkhon’ Mongolian-German Joint Expedition":
Joint Mongolian-German archaeological research in the Orkhon Valley began in 1998 under the auspices of President of Mongolia Bagabandi Natsag and President of Germany Roman Herzog. This project has been implemented over two decades and involves comprehensive undertakings, including creating topographical maps of historical sites, conducting excavations, analyzing artifacts, sharing findings with the public, and organizing exhibitions. Recognizing the project's value, the two sides agreed to extend their cooperation agreement for another five years.

4. Agreement between the Ministry of Education and Science of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of “German - Mongolian Institute for Resource and Technology" Project:

“German - Mongolian Institute for Resource and Technology” is a state-owned university founded in 2013. Under the financial support of EUR 7 million from the Government of Germany, a project to construct a student dormitory, training, and research facilities is currently underway. According to the Agreement, Germany will additionally provide EUR 4 million for the organization and operation of the GMIT.

5. Agreement between the Ministry of Justice and Internal Affairs of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project to Improve the Legal Environment and Enhance the Capacity of Judiciaries":

6. Agreement between the Ministry of Environment and Tourism of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project II on Contributing to the Preservation of Ecosystems by Supporting Specially Protected Areas":

7. Agreement between the Ministry of Economy and Development of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project II on Supporting Economic Growth and Entrepreneurship":

8. Agreement between the Ministry of Energy of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Capacity Building Project for the Development of Sustainable Energy in Mongolia:
To support the modernization of Mongolia's energy sector, the Government of Germany decided to provide EUR two million in grant aid. This funding aims at bolstering the capacity of both public and private sector stakeholders while enhancing mutual coordination.

9. Memorandum of Understanding between the Department of Culture and Arts, the Implementing Agency of the Government of Mongolia, and the Museum for Prehistory and Early History, part of the Berlin State Museums, on Jointly Displaying a Physical Exhibition in Germany showing the history of Chinggis Khaan and the Great Mongol Empire:
Under the auspices of the two Heads of State, based on archaeological findings in the ancient Mongol capital of Kharkhorum, the Orkhon Valley, and the results of the Mongolian-German joint projects, the two sides will jointly organize a physical exhibition exploring the legacy of Chinggis Khan and the Great Mongol Empire. The exhibition will be held in Berlin and Bonn in 2026 and 2027. This will serve as a significant impetus for promoting Mongolia abroad, showing its history, culture, and traditions, and ultimately boosting the influx of European tourists to Mongolia.

Ambassador of Italy Presents Letter of Credence
Ambassador Extraordinary and Plenipotentiary of the Italian Republic to Mongolia Giovanna Piccarreta presented her Letter of Credence to President of Mongolia Khurelsukh Ukhnaa today.

President Khurelsukh highlighted the expansion of Mongolia-Italy friendly relations and cooperation thanks to the joint efforts of the two countries. The President of Mongolia expressed confidence that Mongolia and Italy will continue mutually beneficial cooperation in areas of mutual interest in the future.

Newly appointed Ambassador Giovanna Piccarreta expressed her commitment to intensifying bilateral cooperation in various fields, including politics, economy, trade, culture, and education. At the Meeting, the two sides exchanged views on potential avenues for collaboration with the Italian Republic on Mongolia's key National Campaigns, such as "One Billion Trees," "Healthy Mongolian," and "Food Supply and Revolution."

The President of Mongolia and the Italian Ambassador affirmed their commitment to expanding Mongolia-Italy cooperation within the framework of the United Nations and other international organizations. President Khurelsukh Ukhnaa pledged full support to the Ambassador, wishing her success in her future endeavors.

"Starlink" services in Mongolia will be officially opened on February 26, 2024
During his visit to the United States, Minister of Digital Development and Communications N. Uchral toured Elon Musk's company "SpaceX" to gain insights into its operations. Following a meeting with SpaceX Senior Vice President Commercial Business Tom Ochinero, it was mutually decided to officially launch Starlink's services in Mongolia on February 26, 2024, coinciding with the Mobile World Congress in Barcelona, Spain. This initiative aims to provide internet access across the vast expanse of Mongolia, proving crucial for the operations of livestock farmers, transporters, and tourism enterprises, especially during disasters and emergencies.

Additionally, preparations are underway for a trilateral collaboration to launch a national satellite in 2027, involving SpaceX and France's Thales Alenia.

At the regular session of the Citizens' Representatives of Ulaanbaatar city, the maximum number of state registration plate numbers for vehicles issued in Ulaanbaatar city was set at 730 thousand vehicles.

During the meeting, the draft regulations for the planning and construction of parking lots for public use in the territory of the capital city were presented. This regulation aims to reduce traffic congestion in the capital city, increase the availability of parking spaces, create a comfortable living environment for residents, and plan and build public parking spaces taking into account demand and needs.

Additionally, parking information will be connected to the integrated system, enabling individuals to know in advance whether there is a parking lot in a specific area when traveling from one point to another. Furthermore, the parking lots will include charging stations for electric vehicles, and special spaces will be designed for people with disabilities.
