The draft amendments to the Constitution approved for the second discussion |
| |
On 18 May, 2023, the Standing Committee on State Structure of the State Great Khural held the second discussion of the draft amendments to the Constitution of Mongolia.
Two-thirds of the MPs who participated in the meeting of the standing committee supported the inclusion of the draft amendment to the Constitution of Mongolia in the agenda of the Plenary Session of the State Great Khural.
As stated in the relevant laws, members of the Parliament presented the draft amendments to the Constitution for feedback and collected suggestions offered by citizens in writing and electronically, while they were working with their constituencies.
According to the citizens' feedback, they supported an idea of having a mixed electoral system combining methods of majoritarian and proportional representation. However, most of them believed that the number of members should be reduced from the number included in the draft.
Reflecting the citizens' feedback in the draft amendments to the Constitution, it is now proposed that the State Great Khural shall remain as a unicameral legislature with 126 seats, while 76 of them will be elected by majority votes and 50 will be elected by proportional representation system.
Moreover, two-thirds or 80 percent of the members who participated in the meeting of the Standing Committee on State Structure supported the aforementioned proposal.
At the same meeting, the draft resolution of the State Great Khural on "Setting the time frame for the preparation of the draft amendments to the Constitution of Mongolia for the third discussion" was discussed.
In the draft resolution, the preparation of the draft amendment to the Constitution of Mongolia for the third discussion will take place from May 22-30, 2023, and the task of preparation for the third discussion of the draft will be assigned to the Working Group established by Resolution No. 37 of 2023 and the Secretariat of the Parliament.
It was decided by the the majority of the members present at the meeting that the draft resolution should be discussed and approved at plenary session.
